Academic Staff- Long Term Advisers
Dr. Rossarin Gray holds a PhD in Demography from the ANU. She
worked at the National Statistical Office, Thailand for a number of years,
and her last position was the Director, Social Statistics Division. Her
work is in the areas of population, labour and social statistics, and
census and survey data analysis. She has also been involved in several
studies concerning vulnerable groups in Thailand, including the unemployed
and the minorities.
Dr. Judith Healy is the Australian Director of the Social
Protection Facility. She holds a Masters in Social Work from the University
of North Carolina and a PhD in Health Sciences from La Trobe University.
She is a Senior Fellow with the Research School of Social Sciences and
a Visiting Fellow at the National Centre for Epidemiology and Population
Health at the ANU. She has published widely on health and social policies
and current research interests include the comparative analysis of health
systems and policies for ageing populations. She was a Senior Research
fellow at the European Observatory on Health Care Systems and at Policy
Studies Institute in London, and lectured in social policy at the Flinders
University of South Australia. She also works as a consultant for the
WHO Geneva and Europe offices.
Dr. Boonlert Leoprapai, an SPF Consultant, holds a Bachelor of
Economic from Hitotsubashi University (Japan), D.E.D. from the University
of Manchester, an A.M. in Demography from Pennsylvania University, and
M.A. and Ph.D. in Sociology from Massachusetts University, USA. Dr. Leoprapai
has worked in the National Statistical Office, the Office of the Prime
Minister in various positions, the United Nations Economic and Social
Commission for Asia and the Pacific (ESCAP) in the position of Chief,
Population Division; and at Mahidol University in positions of Associate
Professor to Professor of Demography.
Dr. John Maxwell, is the Long Term Advisor on Indonesia for the
Social
Protection Facility. He is a graduate of both Monash University and the
Australian National University,
holds a PhD from the Department of Political and Social Change in the
Research School of Pacific and Asian Studies (RSPAS) at ANU, and is
currently a Postdoctoral Fellow in the Poverty Research Centre within
the Economics Division of RSPAS, ANU. He has worked in Indonesia for over
a decade as a teacher, as a researcher, and as an advisor on several aid
projects funded by The World Bank and AusAid. His current research interests
encompass
social and political developments in contemporary Indonesia, in particular
the operation and effectiveness of government poverty alleviation programs.
He has recently been responsible for helping establish the SMERU Research
Institute in Jakarta, an independent body conducting applied social and
economic research with a strong emphasis on poverty studies.
Dr. Deborah Mitchell holds a PhD in Public Policy from the ANU.
She has been a member of the Research School of Social Sciences since
1992 and is currently Director of the Centre for Social Research. Dr.
Mitchell has published extensively on social policy, women and the labour
market and changes in the life course of Australian families. Previously,
she worked for ten years in the Australian Public Service in key social
policy areas including social security, housing and expenditure policy.
Dr. Mitchell has worked as a consultant on a range of social policy projects
for the World Bank, Asian Development Bank and AusAID.
Dr. Ramon Sevilla holds a Ph.D. in Urban Planning from UCLA. He
has taught urban and regional policy courses in Thailand, Australia and
the Philippines. His recent research dealt with a review of the SME Policy
in Thailand and the prospects for industrial competitiveness after the
financial crisis. Previously, Dr. Sevilla worked as the Director of Continuing
Education, Dean's Unit, of the Faculty of the Built Environment, University
of New South Wales, Sydney where he organized international short courses
for mid-level government officials and other professionals. He was also
formerly associated with the Thailand Development Research Institute as
Research Fellow in its Human Resources and Social Development Program.
His main interest in relation to theSPF is the planning and institutional
contexts of program conceptualization and service delivery provision.
Dr. Kusol Soonthorndhada has a PhD in Population and Development
from the National Institute of Development and Administration (NIDA),
Thailand. She has taught Population Economics, Research Methodology and
Demographic Aspects of Labour at Mahidol University and other Universities.
She has recently published many research reports on international labour
migration, child care, child investment and civil society. Dr. Soonthorndhada
has also involved in several related capacity-building projects for both
Thai and international civil servants on monitoring and evaluation. Recently,
she has worked as a consultant on country development social protection
projects for the Department of Public Welfare, Ministry of Labour and
Social Welfare, Thailand.
